The inclusion of apprentices and people with disabilities in the labor market

Abstract

Currently, disability is understood much more as an environmental inadequacy to people’s special needs than the other way around. Similarly, young people also require different conditions to consolidate their learning to perform professions and occupy jobs with greater productive capacity and competence in the near future. Today, there is an understanding that both people with disabilities and young apprentices are subjects of rights whose particularities must be recognized and considered for proper inclusion in the paid labor market, ensuring the implementation of the concept of democracy in relations between individuals, as proposed by the Statute of Persons with Disabilities, the International Convention on the Rights of Persons with Disabilities, and the 1988 Constitution of the Republic. The wealth of skills and competencies can only be considered in the labor market by including the greatest possible diversity of people. Quotas for apprentices and people with disabilities seek to achieve precisely the best and most democratic inclusion.
